In the first semester 2006, the Regional Management Support Unit organised four ”Focus Group“ meetings at the EC Delegations in Morocco, Egypt Israel and Syria. The scope of the Focus Group was to highlight the needs of South Mediterranean Partners in the Cultural Heritage sector, in terms of priorities for the future of the Euro-Mediterranean Partnership.
The participants for each Focus Group were around 25-30 which included: the Euromed Heritage partners in the selected country together with representatives from the Ministries of Culture, Tourism, Planning / Budgetary policies, local Authorities, Universities and Civil Society organisations. The balanced composition of the Focus Group was a key factor in succeeding to obtain a global picture of each country’s needs from a multi-disciplinary perspective.
The FGs were carried out on a total participation basis to avoid excessive monopolisation by the more outspoken participants. The debate was structured over three levels: human resources, legislation, and institutional frameworks. The exercise was fruitful and enriching for all the participants without exception. For many of them, this was their first meeting and also the first occasions on which they were able to exchange views on such an important issue. The importance of Cultural Heritage was recognised by all the participants. However, the majority of them did not have either the tools or the capacity to translate these priorities into strategies.
Final reports were prepared and circulated to the participants for their comments. The documents provided elements of significant importance to the Draft Strategy Paper on “Strategy for the development of Euro-Mediterranean Cultural Heritage: priorities from Mediterranean countries (2007–2013)”, the scope of which is to define the priority areas for Cultural Heritage in ENP.
The Draft strategy has been discussed, first, at the level of the General Directors of the various Ministries of Cultural Heritage of the South Mediterranean Partners in Rome on the 15th September 2006 and will be presented at Ministerial level, at the Euromed Heritage Forum in Istanbul.
